North Carolina Expands COVID-19 Vaccine Access: Easier Pharmacy Access for Seniors and High-Risk Individuals

Governor Josh Stein of North Carolina has announced a significant expansion of access to COVID-19 vaccines, aiming to simplify the process for eligible residents. In response to the Governor's directive, the State Health Director, Dr. Larry Greenblatt, issued Standing Orders allowing increased access to the vaccine at pharmacies.

These new orders remove the requirement for a prescription from a healthcare provider for individuals 65 years and older, and for adults 18 and older who meet specific criteria for increased risk of severe COVID-19. This streamlined approach addresses administrative barriers, making vaccination more convenient for both patients and healthcare providers.

"Requiring an office visit to obtain a prescription creates unnecessary hurdles," explained Health and Human Services Secretary Dev Sangvai. "This initiative prioritizes accessibility, especially with the approach of cold and flu season, making vaccinations easier for those at higher risk."

The decision is supported by numerous healthcare organizations, including the North Carolina Retail Merchants Association (NCRMA), the North Carolina Academy of Family Physicians (NCAFP), the North Carolina Medical Society, and the Old North State Medical Society. These organizations highlight the importance of readily available vaccines in preventing severe illness, hospitalizations, and fatalities. The NCRMA President and General Counsel, Andy Ellen, specifically praised the move for aligning North Carolina with the majority of other states and emphasized the vital role of pharmacies in community healthcare.

The Standing Orders align with the FDA's approval of the updated 2025-2026 COVID-19 vaccines. While immunizing pharmacists in North Carolina are legally permitted to administer vaccines recommended by the Advisory Committee on Immunization Practices (ACIP), the absence of ACIP recommendations for this season's vaccines previously limited access without a prescription. This new measure eliminates that limitation for adults meeting the eligibility criteria.

Parents of children aged six months to 17 years are encouraged to consult their pediatricians or healthcare providers regarding vaccine availability and appropriateness. Pharmacies across the state are expected to stock the updated vaccines, though availability may vary. Individuals are urged to contact their preferred pharmacy to confirm vaccine availability and schedule an appointment if needed.

North Carolina’s action brings its vaccination policies in line with those of most other states, ensuring that those who wish to be vaccinated can more easily access this crucial preventative measure.
