UN Overwhelmingly Backs Two-State Solution Amidst Israel-Palestine Crisis

The United Nations General Assembly delivered a resounding endorsement of a two-state solution to the ongoing Israel-Palestinian conflict on Friday. A non-binding resolution, garnering 142 votes in favor, 10 against, and 12 abstentions, voiced strong support for the 'New York Declaration.' This declaration outlines a phased approach to resolving the nearly 80-year conflict, a plan met with starkly different reactions from key players.

The resolution's passage comes against the backdrop of a devastating conflict in Gaza and the broader Israeli-Palestinian crisis, issues expected to dominate discussions at the General Assembly's annual gathering commencing September 22nd. Palestinian representatives expressed hope that the resolution's success would lead to increased international recognition of Palestine as a sovereign state, building upon the current tally of over 145 nations.

While Palestinian UN Ambassador Riyad Mansour hailed the vote as reflecting the international community's desire for peace, Israeli Prime Minister Benjamin Netanyahu preemptively declared that there would be 'no Palestinian state.' Israel's UN Ambassador, Danny Danon, dismissed the resolution as mere 'theater,' asserting that the only beneficiary would be Hamas. This sentiment was echoed by the United States, Israel's closest ally, which labeled the resolution a 'misguided publicity stunt' that ultimately empowers Hamas.

The New York Declaration includes a notable condemnation of Hamas' October 7, 2023 attacks on southern Israel, a rare rebuke from Arab nations. These attacks resulted in the deaths of approximately 1,200 Israelis and the abduction of roughly 250 hostages, a significant number of whom remain captive. However, the declaration also condemns Israel's actions, specifically citing attacks on civilians and civilian infrastructure in Gaza, the ongoing siege, and the resulting humanitarian crisis.

The escalating violence in Gaza City, with the IDF intensifying strikes and ordering the evacuation of the city's population, has further exacerbated the humanitarian catastrophe. While Israeli authorities claim to be targeting Hamas strongholds, the UN estimates that roughly 100,000 people have been displaced since mid-August, a figure significantly lower than the IDF's count. Reports from the Hamas-run Gaza Health Ministry indicate over 64,000 Palestinian deaths, although the figures do not differentiate between combatants and civilians.

The New York Declaration proposes a post-ceasefire transition where the Palestinian Authority assumes control of Palestinian territories, with a transitional administrative committee established under its authority. It further calls for the disarmament of Hamas and the deployment of a temporary international stabilization mission under UN auspices to ensure civilian protection and security for both Palestinians and Israelis. The declaration also emphasizes the importance of international recognition of Palestine as a crucial step toward achieving the two-state solution, condemning 'illegal unilateral actions' that threaten its viability.
